Protecting human rights and advancing democracy has become a priority on the international community's agenda. Despite certain countries' reluctance to improve their record, significant progress has been achieved since the end of the Cold War. The human rights machinery is constantly being upgraded in order to cope with current and future needs, yet its efficiency and effectiveness remain too often questionable.

Year after year, the international community strives for better means of respecting individual freedoms, guaranteeing protection systems, and promoting democratic practices. Furthermore, failure to fulfil such requirements is more likely to lead to flaws in matters of enforcing the terms and conditions of private contracts. With today's increasing emphasis on globalisation, the pressure is rising in favour of legitimate, effective, and adequate "governance". "Good governance" is an expression that establishes a link between true democracy, financial transparency, political accountability and governmental efficiency, always
under the rule of law.

In many countries, national institutions have recently been created in order to enforce the protection of human rights. These institutions attempt to provide remedies to human rights abuses, especially in circumstances where the more traditional institutions, such as the judiciary, are not available, do not function effectively, or are otherwise inaccessible.

Another considerable improvement is the more widespread promotion of the rule of law in field operations, directly reflecting the international community's concern. These activities may combine civic education, training and other advisory services, electoral monitoring, and confidence-building measures.

"Governance & Democracy-Counselling" is a private initiative committed to providing high-level expertise and technical assistance for the advancement of the rule of law. G&D-C tackles persistent flaws and human rights violations. We provide to public administration, especially in the judicial sector, advisory services related to the rule of law and good governance, and support in establishing civic education programmes.
